Lets look at some fact from the In. dept of education O-D, John Glenn and Knox all have a graduation rate of 85.7 % but O-D per student is $ 12,000 JG $ 8900 and Knox $ 10200 so money is not the answer VOTE NO!!!!!!

I stand corrected the 85.7 is the state avarage O-D is 80 % knox is 82.8 % and john glenn is 97.7 % so money is still not the answer!!!

I have heard that it is legal to burn leaves in starke county. And in my experience Most people are respectful and burn when the wind is light, not burn too much at a time and try to keep smoke down. So does starke county have any way to control those burning out of hand? For example if your home is full of smoke and your property covered in ash should the person burning be instructed to put out the fire or get it under better control. This comes out of concern for everyone's health especially the elderly, children, and People with lung issues. Some people don't seem to be bothered by burning leaves while others can really be affected by multiple piles of leaves being burnt at the same time under heavy winds towards their home or property.

To the person who commented on the speed change from first source to johnson's... for some reason and I don't know why drivers seem to drive slower then the posted limit from town to 10 and the reverse too. So when the speed limit changeD there are now drivers that drive even slower. I follow the 55 to 50 to 45 and think the others should too. What I don't like is driving 45 or slower from 10 to town and the reverse. So maybe the ones speeding are trying to make up time lost crawling to and from town.

I agree, but my quote of franklin is from november 1755, which I am sure you are well aware was well before the drafting of our constitution. It was made on the floor of the pennsylvania assembly floor, if I am correct.
The quote is at the heart for which this country simply stands; life, liberty and the pursuit of happiness!
I believe in strict adherence to our constitution. You ( and everyone ) should read it.

Starke Co does have a burn ordance. Reference Indiana 326 IAC 4 . This is the States code which the county adopted. The problem is not one inforces it . It is the sherif dept responsibility to inforce.

To the peson complaining about the speed limits and speed people drive. The speed posted is the max speed you can travel . If I want to drive slower I will and its is legal. Maybe we all need to slow down a little. Most people who are in a hurry probally started late. Speed limits are set for a reason to protect us.

At some point going too slow is also against the law. Furthermore they teach in drivers education that if a vehicle is traveling slower then the posted speed limit and more then 3 cars are behind the slower car that the slower must pull over to let the cars behind pass. Speed limits should be followed . Traffic should also flow.

To whomever posted the information about the indiana code about burning. Thank you. I read it and it does make provisions for when burning gets out of hand and when the weather isn't appropriate. So my question now is how can this be enforced so people do not have to leave their house when someone in the neighborhood is burning and inconsiderate. You also stated that the police are responsible for controlling this. Starke county is very big and the police are working hard on other matters. Hate to say it but we almost need either someone we can call who has the authority to instruct the person to put the fire out or we need some sort of leaf pick up. I have heard many people suggest at the lake blpoa make arrangements for leaf pick up but do not know if that got to the leaders for consideration.

EARLY VOTING....Everyone has the opportunity to vote prior to election day which is May 8, on the voting machines located in the Starke County Clerk's office on the second floor of the courthouse. You do not have to give a reason for voting early. You need only to display your Indiana drivers' license, passport or your voter ID card, and then you will be able to sign the poll book and vote on the voting machine.
On election day if you want to avoid parking problems, waiting in long lines, and other problems that you might encounter at your precinct's polling place, this will help you avoid these problems.

This is the schedule for early voting in the Starke County Clerk's office on the second floor of the courthouse for the primary election:

The state burn regulations also state (in regards to private burning of trash)
(2) Private residential burning, where the building contains four (4) or fewer dwelling units. Burning is prohibited in apartment
and condominium complexes and mobile home parks. Beginning June 23, 1995, residential open burning is prohibited in the
counties listed in section 4.1(c) of this rule. Burning shall be subject to the conditions in subsection (b) and the following
conditions:
(A) Burning shall be in a noncombustible container that:
(i) is sufficiently vented to induce adequate primary combustion; and
(ii) has enclosed sides and a bottom.
(B) Only clean wood products and paper may be burned.
(3) Waste oil burning where waste oil originates from spillage during.

How many people who actually burn household trash only burn PAPER and CLEAN WOOD PRODUCTS? I know my several neighbors who burn do not. Things being burnt include an old car seat, food items, plastic, and foil. The odors and scraps blow into my yard all the time.

Oregon-Davis School Corp. wouldn't need the referendum if Mitch didn't cut funding to the schools. In 2009 the total from the state was $4,552,858 in 2012 it is $3,887,714

The state cut Oregon-Davis $665,000 per year.

Thanks alot Mitch for screwing the little schools and making them get rid of staff. Funny how you say you want more jobs for Indiana workers but schools continue to get rid of teachers and staff and consolidate schools so you can make more cuts.

I would like to thank MITCH as well for having the foresight to consolidate the smaller schools we can not afford them why do we need all of the superintendents and support staff that goes along with all of the school take the smaller ones merge with bigger one it will be like buying in bulk and saving. As far as job a goverment job is not a job in the sense of the economy such as a private sector job that the tax payers dont pay for it big goverment is what got us in this mess to begin with ]. VOTE NO!!!! O-D

We need to look at the figures of what it'd take to consolidate OD schools before even voting on it. Common sense takes precident. Fuel costs, time of students on the bus, the cost of additional space & staff at their new schools to accomodate them, etc. Everyone's looking at the small amount in the red & ready to abandon ship, thinking consolidation HAS to be the RIGHT answer. They ALREADY have a beautiful school, with a great staff, and I see the act of consolidation costing us FAR MORE in taxes than just covering the small amount in the red. Yes, Mitch has lowered budgets without deep thought of who it harms, & yes, this lottery income never seemed to pan out to the glorious benefits that were advertised(though others are still getting rich from it), but Plan B, Consolodation, has a far larger sticker price than keeping OD afloat. If the Gov't can keep paying people yrs & yrs of Unemployment, give grants to meaningless organizations & spend billions on frivilous projects, then I think we can make sure that THE KIDS ARE CARED FOR FIRST!

Vote Yes for lower taxes. .99 instead of Knox's $1.11 or higher rate. A Vote yes is a vote for lower taxes and control of your school.

as you notice this is another different set of figures. this is over a 70% increase, i dont like fuzzy math, they should be able to tell you to the penny and it shouldnt change from day too day.

you will just have to vote yes, vote blindly and trust the goverment, then when you get your tax bill then you will know how much your taxes went up.

i have talked to staff from OD, some think the school needs totally new leadership, someone who can manage money and wait to see if there is really fog before delaying school.

so vote yes to save the school, vote yes to raise your taxes, atleast the school is letting you vote on it. the increase in your overall taxes because of the new STARKE COUNTY JAIL will be so great your school taxes will feel small.

If anyone remembers in Mitches HB 1001 it called for no school in any county with fewer then 2000 students . That didn't fly so plan B reduce the funds for the smaller schools forceing them to close and consplidate. No North Judson no OD. Knox Winamac Culver John Glenn and Kankakee Valley here they come. Then plan C offer the parents of these student tax dollars to take their kids out of these schools to go to private schools owned by invester from out of state. Plan D now the enrollment is so low for the remaing schools the will be forced to close also or reduce the ability to teach. No more public schools and all our tax dollars go to private companies who will hire their own staff that does not have to meet Indians teaching standards. Everyone please take off the blinders and get the big picture . The poor kids will be left behind and the rich will reap the profits.l

Yep, sounds about right. Although a guise is the teaching standards. Parents won't have a choice if all schools public or private are 100% accredited teachers. 100% guvament.
End the department of education, do not allow state dept of ed. To replace feds with the same horrid standard tests. Iread is a perfect example of continuation of federal into state.
Let local control prevail. I want my local school board making the decisions, not tony bennett!

If we would have been thinking about the kids in the first place we would not been in this situation that we are in. A building has never taught a child, It should be private meet state standards and let the private school hire and FIRE according to merit not tenure. If you are a good teacher like most of them you should have nothing to worry about. I dont like more taxes nor most people don't but they need to be for a valid reason not because you cant manage your money. What does John Q public do when his bills go up but with no raise to compensate, he adjust as required. I have been there many times in my life my children still got the essentials like food and housing !!
so what I am sying is a building including a 9 million dollar expanstion and sports yes sports are as good as the 3 Rs. At least there will functionabilty in society !! I say no to more taxes for O-D

Now both sides are correct. One, you do not want to increase property taxes and the farm bureau standing pat on a correct philosophy. Second, in no way, shape or from do you want to consolidate
Tony bennett has been hell bent on having one county school that is fully supported by a state tax . This is full blown communism!!! I wrote a scathing letter to my rep in 08 to stop this agenda and the "parent choice" trojan horse. I am sorry few have foresight, hence the hegelian dialect.

In regards to the OD tax levy, I too am a graduate of OD and have children enrolled at the school. I am undecided on this levy, it seems that numbers are just being thrown against the wall to see what sticks. If OD was suddenly able to refinance this week why wasn't it done earlier? What other cost cutting ideas are they going to impose to ensure that we aren't in the same position in a few years? Is the school board going to take the checkbook away from Disney? In my dealings with both Disney and the school board I found that if Disney said it was ok or needed the school board goes right along even when common sense should prevail. As much as I like the teachers and most of the staff at the school cuts have to be made and they will hurt, but they are necessary. The teachers should not have to pay for classroom supplies out of their own pocket, and they do at OD. Let's get rid of some of the redundant positions at the schools, and see what happens from there. While I understand that there are separate accounts and you cannot co-mingle the accounts other schools have found a way to put that money into the emergency fund rather than spend like a drunken sailor. Some of the decisions that have been made regarding upgrades at the school have been questionable, test scores at the high school are not up to state standards but it seems the focus has been on building upgrades. Did they improve scores, I don't think so. The elementary school deserves all of the praise you can give it, the administration and the staff at the elementary school have done a fabulous job in getting scores up and keeping them up which is why they were just honored at the statehouse. I haven't been convinced and I don't know that they will convince me to vote yes unless some of these questions are answered, let's see if the answers will be forthcoming.

It amazes me that when our local government needs a few more tax dollars to provide local services, the public is up in arms. But, by far, most of your taxes are taken from you to fund the federal government, the majority of the services you never see. We cry when our money is used to serve us, but we shrug our shoulders when our money is used to fund foreign governments. Raise a couple of hundred thousand to educate our kids? Forget about it. Raise a couple hundred thousand to give to Equador? O.K., whatever.

This was buried in a story and not put on air. The article yesterday said that the Starke Co. Farm Bureau was against the levy but in this section it says that that it was a draft and that the local organization doesn't have the same position.

So why didn't this make headline news like yesterday so people knew the facts? This is the second time wkvi reported something that wasn't true in regards to OD Schools. Please report the facts so the public is properly informed. Please, this is important. Aren't our kids worth it???

So the starke co farm beaure said no to money problem of OD schools . Are the people of starke co going to let a few of the rich farmes tell the rest of the county what to do? This is just another example of the rich wanting to run the so and save themselves a little money.
The farm beaure are all very happy because Mitch signed the inhearitance bill in to law which helps the pay less tax and makes them richer. Please remember most farmers and large bussiness owners are Republicans. How about you farmers pay for some of the roads and bridges your overloaded and large machines tear up. How about paying for the proper liciense plates for all the equiptment you run on the roads. If we all would pay our coreect share per the income we make we would not be in the position. Just another view of how the rich will get richer and the rest pay their bills. Starke Co Farm Beaure does not speak for the whole county . They speak for a very small minorty of rich farmes .

I am not a rich farmer and I think that the tax increase is un-needed, unwarranted and a result of abuse of power by the school system on spending , this is the way that we have a voice in goverment dont let them raise your taxes. Also I feel that anyone that doesnt pay property taxes should NOT be allowed to vote on this.

Re: Merit Board
The Merit Board was established by statute in 1971.It's purpose was to eliminate the good old boy practices of county sheriff's,whereby upon election they would fire whomever they wanted and hire their friends as Deputies.

Today's Merit Boards are charged with reviewing all applicants for the position of Deputy and along with Sheriff,selecting best qualified candidate.In addition they determine what penalty if any to be assessed on all disciplinary actions brought forth by the Sheriff.

The Board also is responsible along with the Sheriff for oversight of Police retirement fund.

Board is comprised of two Repulican and three Democrats,of which two are appointed by the Deputies and three by the Sheriff.

Current members: Ken. Arnett,Don. Binkley,Mark Allen,Ed Troike.One vacancy currently exists,which is Sheriff's responsibility.

Ask where the forefeiture money is at. It is suppose to go in the common fund. The prosecuter/police keep it all. This happens in every county. Google muncie dtf, mark mckinney for insight to this.

Thanks to Ken Arnett, I appreciate the explaination. But, I have some questions if nobody minds. It would appear as the "good ole boy" practices of the county sheriff have been replaced by the "good ole boy" practices of the county politicians. How do well intentioned people without a law enforcement background, hire law enforcement candidates, and determine disciplinary actions? Oversight of retirement funds? My final question, are the mayor's office or the county supervisors office subject to such political oversight? Of course they are not. Gentlemen, this is so wrong in so many ways. Our Constitution provides us with a ballot box to deliver our grievances, and is the proper manner to settle disputes within an agency with a lawfully elected person. Please consider such action, as the morale and effectiveness of the department only suffers with such oversight from without the agency.

Do not forget that the constitution provides us with two more powerfull votes than the one at the ballot box. The second vote comes when you serve on a grand jury. The third, most powerfull, is when you are acting as a jury member during a courtroom trial. This our form of government a Republic ! Our founding fathers warned gravely of the tyranny, which you speak of, when a democracy ( one vote system ) ( ballot box only ) exists.
You seem to have lost your american way of checks and balances.

To answer your question of how well intended people make the decision?, by following the constitution. Sadly those who have total disregard of our constitution are those who perpetuate the police state.

I haven't lost my American way of checks and balances, I only question the prejudicial use of them. Checks and balances seem to be in place with law enforcement, but not with other governmental agencies. Is there an explaination of what is in the nature of law enforcement demands checks and balances and not considered necessary in other areas of government?

Dear Anonymous METH
You are wrong first of all. I dont know all the cases in Starke County and obviously neither do you, but I do know of a case where a person got caught with a meth lab and he was sentenced to 15 years in prison. The was his first offense with anything to do with meth. So obviously something went right in the courts.

Congrats to the town of bourbon for stopping the fluoridation of the water. I greatly encourage all the towns of our area take the same healthy actions. A little research into this forced mass drugging will astonish you. The pilot news ran the story recently. Take action today for a healthier tomorrow !

Obama Care? This is idiocy. Health insurance is not the problem here it is only a band aid for the symptom, though I do think obamacare is unconstitutional, a further erosion of the constitution, bill of rights and personal freedom of choice and it needs repealed entirely.
The culprit here is the rampant greed in the Medical profession, for profit Hospital and Health care Corporations and out of control, unregulated Pharmaceutical Corporations. All, I might add, complicit with the government. More tax revenue you see.
Until the advents mentioned in the above paragraph, health care insurance was considered a luxury. Growing up in the 1950s most families did not have it but could afford doctors and hospitals. (Dad worked for a decent wage, mom stayed home with the kids and a nice little house and you had a new car in the driveway every three years).
What happened? Big government and over taxation. This governmental assault has destroyed the family by making it necessary for both parents to work leading to record divorce rates and single parent households causing a proliferation of delinquency, teen pregnancy and drug/alcohol abuse, more governmental involvement and dependence ultimately making the constitution killing socialist agenda more and more appealing to the lib-media educated sheeple.
Hand over your heart, soul and money to big brother and we will all live happily ever after in a utopian wonderland. This mantra has been repeated over and over from every civilization from Babylon to Egypt to Rome, Byzantine, the Third Reich, USSR and now here. It ain’t happened yet and Obama is not the Messiah.

According to an article in the Arizona Republic there was a march on May 23, 2012.
The march, by illegal Mexicans, included protesters repeatedly chanting "undocumented unafraid" and "arrest Arpaio, not the people" and “We are not immigrants in our own continent “along the route that passed in front of the jail and the ICE office.
How insulting and in your face is that to our country and laws of the land? Seems people who should not even be here now dictate unbridled and laugh at us as they collect their monthly “entitlements” provided by American taxpayers.

Is it true the Starke County Libary in Knox is building on and remodeling. So it not only can hold more books but CD's Tapes DVD's. What happened to a just holding books and reading material. If they must have these things make room in what they have. People can not pay there bills and roof there own house, to make a difference in there life, so we pay for what we do not need?????

A PROCLAMATION

On January 12, 1962, United States Army pilots lifted more than 1,000 South Vietnamese service members over jungle and underbrush to capture a National Liberation Front stronghold near Saigon. Operation Chopper marked America's first combat mission against the Viet Cong, and the beginning of one of our longest and most challenging wars. Through more than a decade of conflict that tested the fabric of our Nation, the service of our men and women in uniform stood true. Fifty years after that fateful mission, we honor the more than 3 million Americans who served, we pay tribute to those we have laid to rest, and we reaffirm our dedication to showing a generation of veterans the respect and support of a grateful Nation.

The Vietnam War is a story of service members of different backgrounds, colors, and creeds who came together to complete a daunting mission. It is a story of Americans from every corner of our Nation who left the warmth of family to serve the country they loved. It is a story of patriots who braved the line of fire, who cast themselves into harm's way to save a friend, who fought hour after hour, day after day to preserve the liberties we hold dear. From Ia Drang to Hue, they won every major battle of the war and upheld the highest traditions of our Armed Forces.

Eleven years of combat left their imprint on a generation. Thousands returned home bearing shrapnel and scars; still more were burdened by the invisible wounds of post-traumatic stress, of Agent Orange, of memories that would never fade. More than 58,000 laid down their lives in service to our Nation. Now and forever, their names are etched into two faces of black granite, a lasting memorial to those who bore conflict's greatest cost.

Our veterans answered our country's call and served with honor, and on March 29, 1973, the last of our troops left Vietnam. Yet, in one of the war's most profound tragedies, many of these men and women came home to be shunned or neglected -- to face treatment unbefitting their courage and a welcome unworthy of their example. We must never let this happen again. Today, we reaffirm one of our most fundamental obligations: to show all who have worn the uniform of the United States the respect and dignity they deserve, and to honor their sacrifice by serving them as well as they served us. Half a century after those helicopters swept off the ground and into the annals of history, we pay tribute to the fallen, the missing, the wounded, the millions who served, and the millions more who awaited their return. Our Nation stands stronger for their service, and on Vietnam Veterans Day, we honor their proud legacy with our deepest gratitude.

NOW, THEREFORE, I, BARACK OBAMA, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim March 29, 2012, as Vietnam Veterans Day. I call upon all Americans to observe this day with appropriate programs, ceremonies, and activities that commemorate the 50 year anniversary of the Vietnam War.
