In responce to HMMMM. yes Starke Co has taken into consideration additional cost . In the 3 meeting that were presented at 3 different location through the county this was all explained . There is a web site within the Starke Co web site that you may visit also to get information . You may also get a handout of information that was presented at the meetings .
As for Laoprte Co. Maybe if the sheriff would not have purchases a $65,000.00 SUV for his use and used that money more wisely their wouldn't be such a concern.
The concern should lay with the Laporte Co Councul for allowing the sheriff such an open hand with the funds.

I don't understand all the negativity about building a new jail. Sure we will have to pay for it, but what is another suggestion?? First, let me say I am against prisoners having all the comforts of home, but the laws have changed so much that a lot of these comforts are now laws. What would people have the county do with prisoners??? I don't agree with letting violent prisoners have the home detention. There is just no way of getting around a new jail. You can say 'let the prisoners raise their own food, etc' but realistically it isn't going to happen. I think a new jail is cheaper than having tons of law suits against the county.

If the county , I mean the people paying the extra tax can afford it, the jail would be fine , do I work yes, number of jobs 2, can I afford a new car no, can I afford a new house no, can I afford health insurance no, but have to pay it, cheapest is to pay Pulaski $20 per day, I will let you know when I can afford more taxes. Normal people plan ahead for things, just like now we should be putting money away for a new courthouse, yes in a few more yrs the county will need more tax money for major court house upgrade, middle class will soon be back over 50 percent tax.

I'm not against the jail at all, I just know that whatever calculations we presume there'll be, you can always count on there being additional overhead costs. We just ask that our leaders plan wisely, be conservative, think of any possible natural energy sources, such as solar possibly, high effiency lighting, maybe even geo-thermal heating if the location provides. There's also communities using electric police cars, so when the next cycle comes to purchase, look into it. I'm just trying to point out that Laporte can't even afford to maintain their jail, so I hope that we're on the ball from all angles. I fully trust those making the preparation & working hard to bring a much needed new jail to Starke Co., I just hope that we pray for the wisdom to be successful, without too much of a burden on our citizens. There are gas/electric meter readers and mail carriers that come to our homes everday of the week. They do not carry deadly weapons to protect themselves, they carry spray and a dog stick, and dog teats and I guarantee you they are approached regularly. Has anyone heard of these horrible incidents occuring. I will answer that NO, they are trained to protect themselves but they also know any result of injuries will be immediately dealt with by Nipsco and I assume KVREMC. We are also dog lovers and owners with beware of dog signs posted everwhere. Our dogs are not chained outside they have a kennel and the others live in our home. They will not charge out any door to an upcoming stranger that doest have the sense to realize those signs are posted for their convenience. And this is addressed to the person that said pitbulls are owned to protect the druggies inside or even sadder that they are chained outside so they wont bite their own children. This makes me absolutely livid, one of our indoor dogs is actually a 2 yr old pit. He is the most loving dog anyone could ever ask for. Yes he barks to alert me that something isnt right and then we take it from there. All he asks for is to be fed and loved like any other living breathing pet. Its how they are raised by their owner not because of their bloodline. We actually have another large dog that will bite before any of them but will stop on a verbal command by any of us. I believe our utility workers get more training than people we are putting badges on to supposedly protect our community. He should never have gotten out of the car and proceeded to that home. My dogs are my best friends, and we legally own deadly weapons but have neve had to use one with our dogs announcing a stranger to our property. Bet this would have been a completely different story if a child had been out playing and the family dog kept them from being snatched from the home by some sick perverted mind to never be seen again. I also give that dog owner my praise because if someone raised their gun to kill my dog they would shoot me fist because I would dive in front of one of them to try and save them.
One of the other rumors that was going around about the first dog that was killed in Hamlet was that it was shot inside the home and was a puppy. If this rumor is true we for sure have a problem, why would any office fire off a round inside a home where there could be children, to kill a young dog. Dont tell me in this day and age you cant protect yourself with nothing but a gun. Because if thats the case, every home in this county will be buying weapons. Take a clue from untility companies and how they teach their employees to approach a home that has Beware of Dog signs outside their homes!! At this point I am starting to believe that officers that wear badges are being hired and paid with our tax dollars without ever undegoing proper training of any kind except to show people they have authority. This is very very sad.

Seems as thought judgements continue to flourish on the basis of rumors. Wouldn't the more prudent action be to keep one's opinion to one's self until one is aware of facts? No one could interview the dogs in these cases, so we aren't aware of the dogs' intentions, only their overt acts. But the dog's actions are generally an extension of what the owner allows. So what is in question here is the judgement of the police officer, who, if he erred at all, erred on the side of his personal safety. And I for one, find no fault in that!

I appaluad the officer for not being afraid to protect himself. I certainly would not expect him to allow the dog to attack. If he doesn't protect himself he certainly would not protect me if I needed protection. Pet owners must control their animals. I would not have taken the chance that the dog was friendly.

Only question i have is what if your dog is contained in a fence with the underground wire. Would a dog still be at risk of being shot even though the officer or person crossed into the dogs territory? If you have a sign posted and someone comes beyond that point they are at their own risk and the dog is protecting its property. Also couldn't these officers beep a horn, sound a siren something to get the home owners attention before they get out of the car. Dogs get let outside to use the restroom. Most dogs are just curious and want to sniff who ever is on the property. i let my dog out and back in all day without putting them on a cable or in a fence. I have never seen him to be aggressive but he is a puppy still and wants to jump at people to lick them. i wouldn't know what to do if someone shot him over that. Does this give anyone the right to come on my property and if they fear my dog they can shoot at it? I agree with the other statement NIPSCO can handle dogs when checking meters. In fact a NIPSCO employee honk a horn and waiting in his vehicle until I got my dog put in the house.

Also all dogs should have a tag it only cost a few dollars and they all need their vaccines. More of the county population seems to have dogs outside these days to keep the thieves away. In all aspects if you really need to fear your life I understand shooting the animal but at the same time is the dog really threatening you? Most dogs in general are not that mean and the ones that are usually are in kennels or on a chain. Nobody wants a lawsuit because there dog bit someone. Wasn't just a month or so ago a gentleman in Lacrosse was being charged for killing a dog that came on his property? I don't remember the whole thing but all things should be considered. i would like to shoot the deer that might cause me to wreck but I can't without a license and when in season? On a technical basis the animal is causing harm but that wouldn't stand up to DNR

the officer was at the home of the dead dog to serve simple paperwork, a blow of the hour would have worked, nipsco is there monthly to read the meters, nipsco has never killed his dog.

I read meters for NIPSCO, we are told if we think there is an aggressive dog all we have to do is put down the address in our log and guess what you get an estimated bill,and if there is an error in the estimate it will be in Nipsco's favor.

The officer should've had the common sense...& common courtesy to back away, honk his horn, get the homeowners attention, before ever killing a family pet. Many officers these days hold no respect for homeowners(but yes, we do have MANY fine officers that I'd be proud to serve beside). But these young officers are very quick to degrade people, with no respect to their property. I had an officer in Pulaski Co. follow me for 4 miles, pull us over, tell us we were speeding(when I KNOW we weren't), & was the rudest cop I'd ever met. Not to get into details, but we do not need officers like this. But, wouldn't it just be cheaper to send the Summons(or menial paperwork) by Certified mail?

I fail to understand, why would anyone want to possess an animal who is known to be threatening to people near his territory. The liability alone would be enough to leash or otherwise control the animal. Underground wire or not, the animal is off a leash and I believe there is a leash law in this county, and agree with it or not, it is there for the protection of all, especially the animal!

"I don't understand he was such a peaceful cuddly pet." Said the parents who's child was just attacked be the "family pet." These dogs have a propensity for violence it's in their DNA.They can be fine for years and one day just snap.Anyone is foolish to have these kinds dogs around their kids.

I'm a firm beleiver that if you own a pet you should have control of them!!I do not like when I go to homes that have pets and they try to jump on me and the owners will say "they won't bite their just curious".I'm not saying they should be shot because of their curiosity,just control them!!

There is a reason that insurance companies will not write a homeowner’s policy for households that own certain breeds, liability. And the sad truth is most if not all who own those breeds do not have insurance that would cover expenses of an attack. The two top dog breeds known to kill and maim humans are Pit Bull and Rottweiler. Those breeds have been bred to be dangerous and it is in their DNA to be so.
